The Utility is called &lt;a href="http://www.nirsoft.net/utils/download_speed_tester.html"&gt;DownTester&lt;/a&gt; and is part of the awesome tool collection from &lt;a href="http://www.nirsoft.net/"&gt;NirSoft&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;DownTester allows you to test the download speed via HTTP, FTP, Remote File Shares and any local drives such as your local drive, DVD and USB.&lt;/p&gt;
